Claims delay completion of road

Claims delay completion of P360-M Baguio road
September 23, 2009: BAGUIO CITY — The existence of some road-right-of-way claims in the remaining uncompleted portions of the P360 million Baguio circumferential road project is delaying the completion of one of the major pump priming projects of President Arroyo in this mountain resort city.

This was disclosed by District Engineer Ireneo Gallato, of the Baguio City District Engineering Office of the Department of Public Works and Highways (DPWH-BCDEO), who added they are slowly conducting consultations with the affected property owners to give way for the realization of the infrastructure project.

According to Gallato, the DPWH is doing its best to negotiate with the affected private land owners and to those who have encroached in the road-right-of-way so that a “win-win solution” to the problem will be achieved for the benefit of the general public.

Meanwhile, the 1st Engineering District Office of the DPWH in La Union headed by Engineer Elpidio Paragas implemented four pump-priming projects for this year.

Paragas said that three of these said projects have been 100 percent completed while one is still in progress, with the support of DPWH Region I Director Mariano R. Alquiza.

He said the completed projects include the P8 million San Fernando-Bagulin Road in San Fernando City, the P200 million San Fernando City Airport access road, and the P17 million Bacnotan-Luna-Balaoan road.

Paragas said that the San Fernando-Bagulin road in the boundary of the 1st and 2nd district of La Union involves opening of a road on the mountain slopes, concrete paving and drainage.

While encountering delays due to recent typhoons, the remaining projects will be completed by December, Paragas said.
